The GQMC[1] convened for the 26th Regular Meeting (RM) on 6 September 2023 at the DBM Executive Lounge. Said meeting was presided over and chaired by Senior Vice President Magdalena L. Mendoza of the Development Academy of the Philippines (DAP). Also, in attendance were representatives from the Department of Trade and Industry (DTI), Director Lilian M. Salonga; and Office of the President - Office of the Deputy Executive Secretary for Internal Audit, Deputy Executive Secretary Ricojudge Janvier M. Echiverri.
The three (3)-hour meeting was facilitated by the GQMC Secretariat, headed by SPIB Director John Aries S. Macaspac. Technical assistance was further provided by the DAP-Productivity Development Center, headed by Director Evangeline M. Macariola, with Mr. Yuri Munsayac, Program Manager of the DAP and Ms. Ma. Sheryl R. Santos, Division Chief of the DTI-Competitiveness Bureau.
Under Executive Order No. 605, s. 2007, the GQMC is mandated to formulate policies for the implementation of the GQMP.
The presentation of Mr. Munsayac, with the DAP being the advocacy and capability-building arm of the Committee, kicked-off with a video which showcases the accomplishments of the GQMP for the last 15 years.
This was followed by highlighting the latest updates on the implementation of the GQMP Road Map for FYs 2022-2023, which includes the provision of technical assistance on the development, expansion, and harmonization of ISO Quality Management System (QMS) to beneficiary agencies, and conduct of various fora and symposiums on the GQMP. The number of GQMP beneficiary agencies (as of December 2022), number of agencies certified to the ISO 9001:2015 QMS (as of April 2023), GQMP milestones from 2007 to 2022, and list of 2023 GQMP beneficiary agencies and the type of capability-building interventions/offerings from the DAP were likewise presented.
Another significant agenda item covered in the 26th RM was the proposed GQMP Road Map for FYs 2024-2028, which is an output from the GQMC planning workshop held in July 2023.
The proposed GQMP Road Map for FYs 2024-2028 is anchored on the societal goal to promote an “open, efficient, and accountable governance.” It is aligned with the Philippine Development Plan 2023-2028, specifically Chapter 14: Practice Good Governance and Improve Bureaucratic Efficiency.
The 27th GQMC RM is slated in October 2023.
